The problem is that excessive public resources must be deployed for private events. Even if the BTS concert is free and open to the public, it remains an event for a private company's clear pursuit of profit, including future promotional benefits. Holding a popular idol concert in a completely open space like Gwanghwamun is an unprecedented situation, virtually unheard of. Unlike concerts typically held in enclosed venues like Jamsil Sports Complex, a concert in the fully open space of Gwanghwamun inevitably raises safety concerns.
Of course, some argue that since BTS enjoys transnational popularity, the police can accept the burden for the sake of promoting national prestige. However, within the police force, there is concern that a concert in a completely open space is burdensome. With an expected crowd of 260,000 people, if an accident were to occur, the police could be held entirely responsible.
The police plan to deploy 13 special investigation teams from nine frontline police stations to prepare for emergencies. The police special forces will also be deployed to conduct explosive searches and identify suspicious individuals in response to potential bomb threats. Considering the possibility of false bomb threat posts online, a dedicated monitoring team will be assigned within the cyber investigation unit.
HYBE has also stated it will take safety measures, but the level of personnel secured is inadequate compared to the police preparations. HYBE announced it has secured 3,553 security personnel. However, Seoul Police Chief Park Jeong-bo left open the possibility of requesting additional security personnel deployment based on reports of expected crowd levels. This is interpreted as an assessment that the organizer's preparations still fall short of the police's level.

10. Huh? To the police, he's just some guy who was passed out drunk on the side of the road after committing DUI though?
