[theqoo] CRUSH DISASTER FEARED AND HEAVY CONGESTION EXPECTED AROUND GWANGHWAMUN OVER BTS' COMEBACK EVENT





A massive crowd is expected to gather for the free comeback event by global K-pop boy group BTS to be held on the 21st in the Gwanghwamun area of Seoul, prompting heightened emergency measures for crowd control. The government has vowed to mobilize all available administrative resources to prevent safety accidents.

On the 2nd, the Ministry of the Interior and Safety, the lead agency for crowd-related disaster management, announced that it expects a large turnout for the BTS comeback event and will devote full efforts to crowd safety management. The event will take place from 8 p.m. to 9 p.m. on the 21st along a 1-kilometer stretch from Gwanghwamun Intersection to City Hall Intersection in Seoul.

Ten days before the event, on the 11th, Minister Yoon Ho-jung will chair a meeting on crowd safety measures involving relevant agencies. Participants will include the Seoul Metropolitan Police Agency, the Seoul Fire and Disaster Headquarters, as well as the Ministry of Culture, Sports and Tourism, the Ministry of Health and Welfare, the Ministry of Land, Infrastructure and Transport, the Seoul Metropolitan Government (Jung-gu and Jongno-gu districts), and Seoul Metro, among other related ministries, organizations, and local governments. An official from the ministry stated that they will review each agency’s crowd-accident prevention plans and ensure systematic preparations so the measures function effectively on-site.

Starting two days before the event, from the 19th to the 20th, a joint public-private government safety inspection team led by the ministry will conduct thorough checks of overall safety management at the venue, including potential crowd-control risks, emergency rescue preparedness, traffic management, and facility safety. On the day of the event, Minister Yoon will personally visit the site to conduct final inspections of high-risk areas for crowd accidents, such as bottlenecks, slopes, stairs, railings, and subway stations.

The ministry will also dispatch on-site situation managers before and after the event to coordinate with the Seoul city government, police, and fire authorities until the entire crowd has safely dispersed.

Minister Yoon emphasized, “As this event is drawing global attention, ensuring the safety of both domestic and international attendees is our top priority,” adding, “We will work closely with related agencies and mobilize all administrative capabilities to secure on-site safety.”

Previously, on October 29, 2022, in Itaewon, Yongsan District, Seoul, a crowd crush occurred when large numbers of people gathering for Halloween festivities surged into a narrow, sloped alley, resulting in 159 deaths. The incident sparked major controversy due to insufficient crowd management and control personnel, as well as delays in the response after the accident.

Meanwhile, ticket reservations for BTS’s free performance, “BTS THE COMEBACK LIVE: ARIRANG,” to be held on the 21st of next month at Gwanghwamun Square, will open on the 23rd.

According to the group’s agency BigHit Music, reservations will be available for free starting at 8 p.m. through the NOL ticket platform.

As this marks BTS’s first new album performance in three years and nine months, heavy demand and fierce competition for tickets are expected. The anticipated performance time is approximately one hour.
