The Official Gazette states that the reason for Ahn Sang-ho’s dismissal was “repeated telegraphic orders to return to the country, but he ultimately did not return.” This means that “he was instructed several times via telegram to return to the country, but he never did.”

Earlier, in December 1904, the government of the Korean Empire appointed Ahn Sang-ho as an instructor at the Medical School and conferred upon him the rank of Sixth-Class Chief Officer. Records in the Official Gazette from the 24th of that same month also indicate that Ahn Sang-ho was assigned a “Grade 3 salary.” However, despite the government’s order to return to Korea, he remained in Japan and was dismissed from his post on January 16 of the following year.

Related documents also confirm that Ahn Sang-ho received financial support from the Korean Empire government while studying in Japan.
